Job Summary Unit Managers play a vital role at the Placer Superior Court and are charged with overseeing a designated case type or area of the Court (Criminal/Traffic, Family Law, Civil/Appeals, Courtroom, and Master Calendar).
They are responsible for the daily supervision of 10-20 staff (depending on unit assignment) and report to the Operations Director.
They have frequent interaction with other unit staff, the management and executive teams, judicial officers, as well as the Court's justice partners.
Unit Managers are involved in a wide variety of duties including performing and assisting with operational procedures, researching and interpreting frequently-changing codes, laws and regulations, and providing programmatic and policy recommendations.
The Placer Superior Court is looking for a professional and adaptable public servant, who has excellent communication skills and a desire to contribute to a collaborative team that helps provide access and justice to all.
DEFINITION Under limited direction of the Court Executive Officer, Assistant Court Executive Officer and/or Operations Director, the Unit Manager plans, organizes, coordinates, and directs the activities of one (1) or more assigned programs, functions, or units.
Incumbents provide technical, policy and program expertise to executive/management/supervisory staff; serve as supervising managers; provide direct support to the Court to meet its organizational goals and objectives; and performs other related duties as assigned.
DISTINGUISHING CHARACTERISTICS This management position is independently responsible for the full-scope of supervisory and first level management responsibilities of one (1) or more programs, functions, or units and/or the daily oversight of staff.
Oversight may include, but is not limited to, operations that include specialized legal case processing functions, courtroom activities and/or activities that have Court-wide impact.
The Unit Manager classification is distinguished from the Operations Director classification in that the latter is a senior management level position responsible for providing oversight and direct supervision to employees within major programs, functions, or units within multiple areas of the Court and/or assumes substantive and significant programmatic responsibility in a defined area or specialty.
Incumbents in the Unit Manager classification are expected to demonstrate and sustain proficiency in core management and leadership competencies.
EMPLOYMENT AT-WILL The Unit Manager classification is established as an at-will position and, as such, the incumbent serves at the pleasure of the Court Executive Officer.
The Court Executive Officer has the right to terminate the employment of any incumbent in the position of Unit Manager at any time, with or without advanced notice, and with or without cause.
JUDGEMENT AND RESPONSIBILITY Incumbents have full supervisory and first level management responsibility for other employees.
Incumbents work under administrative direction where clear policies, procedures, and standards may not always be available or may be very general in nature.
Incumbents must therefore exercise considerable discretion with respect to assignments and duties.
Errors in work or judgment could result in inefficient operational areas and possible litigation against the Court.
Essential Functions When assigned, all of the essential functions and tasks listed below must be accomplished effectively, are standard, and may not be inclusive of all functions and tasks that may be assigned.
The Court reserves the right to assign or reassign duties as required to achieve business and operational objectives.
Essential functions and tasks may include, but are not limited to, the following:
Courteously and professionally provides detailed and accurate information to the public, assigned staff, co-workers, supervisors, other agencies, judicial officers, and non-judicial officers.
Provides technical court-related expertise and assistance to internal and external customers; responds to complex and difficult questions; and assists in resolving difficult customer services issues.
Performs supervisory and first line management duties including:
participation in the recruitment process; training development and delivery; performance evaluation and management; scheduling; assigning and reviewing of work; processing leave requests; timekeeping; preparing corrective and/or disciplinary actions; and providing opportunities for professional development of staff.
Maintains current knowledge of changes in directives, policies, statutes, and regulations that affect assigned area(s); and identifies, makes suggestions, and implements necessary changes to ensure compliance within assigned area(s).
Serves as a representative of the Court, at all times displaying courtesy, tact, consideration and discretion in all interactions with other members of the Court community, governmental agencies, service providers, and the public.
Works closely with the Court Executive Officer, Assistant Court Executive Officer, and/or Operations Director to plan and implement administrative and operational programs and policies for the Court; directs the development and implementation of organizational policies, procedures, and goals for the Court (e.

, calendar, case flow management, automated systems, and record keeping).
Conducts staff meetings, as needed.
Provides effective leadership and guidance; mentors, coaches and develops staff Serves as a role model to all Court staff.
Identifies the need for, develops, and writes operational processes and procedures.
Researches legal processes, statutes, laws, and Rules of Court.
Gathers and maintains statistical data for monthly reporting activities.
Accepts special projects as assigned and completes with managerial approval.
Manages, monitors, and assists with budgetary requests for grant funding for special court programs.
Serves on committees, related work groups, and attends meetings.
Provides support for bench and community activities.
Assumes responsibility for the first line management of assigned area(s) and coordinates the combined efforts of each to accomplish the mission of the Court Applies strategic viewpoints and critical thinking skills in order to improve the performance or assigned area(s).
If assigned to oversee an outlying Court facility, responsible for monitoring and reporting on-site facility maintenance needs, concerns, or issues to the Court Executive Officer, Assistant Court Executive Officer, and/or Operations Director; and maintain professional relationships with vendors/contractors.
Knowledge Of:
Management and supervisory principles, practices and methods related to selection, training, evaluation, performance management, scheduling, and supervision of subordinates.
Superior court functions, characteristics, services, and activities Court and courtroom procedures and processes.
Statutes relating to court legal processes and procedures, including but not limited to the:
California Rules of Court, Code of Civil Procedure; Penal Code; Welfare and Institutions Code; Vehicle Code; and other statutes relating to court processes and procedures.
Principles of management and analysis and organizational design necessary to analyze, recommend, and implement change.
Modern office methods and technology including the use of a personal computer and related software such as word processing, spreadsheets, databases, case management systems, and scheduling programs.
Public and program funding, budgetary preparation, cost analysis, and fiscal management.
Principles and practices of policy and/or procedure development and implementation.
Principles and practices of research and analysis, including basic mathematics and statistical development and reporting.

Qualifications To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities.
A desirable combination is:
Experience:
Five (5) years of increasingly responsible legal clerical experience of which at least one (1) year includes lead/supervisory experience.
Or
Experience:
Five (5) years of increasingly responsible experience in a variety of administrative areas which includes one (1) year of lead/supervisory experience.
AND Education:
Associate's degree or equivalent from an accredited college or university in business, public administration, or closely related field.
Note:
Additional qualifying experience may substitute for education on a year-for-year basis.
Education may not substitute for lead/supervisory experience.

Employees pay 100% employee contribution and the Court pays 100% of employer contribution.

$50,000 of life insurance and accident insurance is by the Court.
Voluntary plans are also available, for employees to purchase additional coverage for themselves and their dependents.

The Court and the employee both contribute 7.
65% of wages toward Social Security and Medicare.
