Role description:
Arcadis seeks a Construction Handover Oversight Manager to join the team in Selma, CA on the California High Speed Rail project to ensure the seamless transition of completed sections of the rail infrastructure from construction to operational phases.
You will oversee the handover process, ensuring compliance with safety standards, quality assurance, and regulatory requirements.
Must be able to work onsite in Selma, CA.
Role Accountabilities:
The Project Construction Management (PCM) Handover Oversight Manager is responsible for overseeing and verifying the Handover Process throughout the life of the High-Speed Rail Design-Build (DB) Contract.
Your role is crucial in facilitating the successful delivery of the project within specified timelines and budgets.
Develop and implement strategies for the efficient handover of completed construction sections to operational teams and confirm that deliverables are completed before acceptance of an application for Substantial Completion.
Manage the PCM Handover Oversight Manual.
Facilitate with the contractor for the recommendation of the issuance of submittals/certifications before application of substantial completion.
Review the application for Substantial Completion from the contractor.
Coordinate with stakeholders on scheduling stages of handover, including coordinating scheduled inspections and participating in inspections and walkthroughs of project structures.
Creates and tracks items that need to be corrected, that were identified on inspection walkthroughs (Punch List).
Coordinate with the contractor to provide written notification of completion of all items included in the completion Punch List that require correction.
Monitor the completion of items that require correction, including all non-conforming items.
Schedule a subsequent inspection with the Contractor and stakeholders after corrections are made by DB Contractor, if any.
Confirm handover activities follow the requirement of final acceptance as per contract.
Manage the Record of Decision (ROD) form and processes as noted in the System Certification Management Plan.
Coordinate and facilitate handover meetings with the High-Speed Rail committee and any relative stakeholders.
Address inquiries and requests for information from stakeholders and contractors promptly, providing accurate and comprehensive responses.
Tasks and responsibilities may be changed and/or redistributed based on the need of the project, and additional tasks and responsibilities may be given at the discretion of management.
Required
Qualifications:
10
years of work-related experience in heavy civil construction projects with a minimum of 5 years of related handover experience.
Bachelor s degree in Civil Engineering, Construction Management, or a closely- related field.
Key Skills and Abilities:
Extensive experience in bridge construction, preferably in a supervisory or managerial role.
Knowledge of Design-Build delivery of major transportation projects; principles and practices of project management; and construction management practices.
Strong knowledge of Construction standards, regulations, and procedures.
Proficient in project management methodologies and tools.
Ability to work effectively in a fast-paced, deadline-driven environment.
Ability to analyze situations and reports accurately; lead the development of effective solutions and strategies for project completion.
Familiarity with office software:
Excel, Word, PowerPoint, etc.

The salary range for this position is $120,000 - $180,000.
